After the receipt of these instructions I recognized that an approved cross-section no longer existed and I refused to issue any further permits for the work to proceed until new cross-sections were deposited and approved of by me.
I respectfully submit that any confusion or misunderstanding in this matter has arisen from the Company's neglect to instruct their agents properly and from their attempt to get approval for a cross-section which was condemned by me when it was first submitted by Colonel Bogle.
